Bill Fraley retiring after 36 years with police dept.
July 31 is a big day for City Policeman Bill Fraley. First, it’s his birthday, but at the end of his shift Thursday he plans to take off his badge and hang up his gun for the final time. After 36 years with the Elizabethton Police Department, Fraley is retiring.
