A family member of ours is interested in seeking in-patient rehabilitation services for substance abuse and the recovery center is requesting her insurance information. At the present time, for whatever reason, her husband isn’t willing to disclose that information.

What rights does the dependent have to use the insurance (BlueCross) for her own purposes? Does the primary subscriber (husband) have the right to essentially “veto” the action? Will she have to obtain written or verbal consent from him first?

I don’t think she needs his consent, just the insurance information.
