Wouldn’t it make more sense to spend the billions we spend on the war on drugs on treatment for addicts?

Let’s face it. The war on drugs is a waste of money and we know that prohibition doesn’t work. People will always use mind-altering substances no matter what. Why does the government continue to spend billions and billions on a war that will never be won and that creates more problems such as inner city crime, gang violence, turf wars, etc?
