Would you report sailor with known drug addiction/drinking problem?

A very good friend of mine is married to a sailor who has a cocaine drug addiction (and uses other drugs) and is also an alcoholic. She has asked me to report him to his supervisor (because she doesn’t want to be the one filing the report). His family doesn’t want to get involved because they feel he’s a man who should solve his own problems. It’s gotten to the point where he spends most of his paycheck on drugs/alcohol and doesn’t help his wife with household expenses.

Should I call his supervisor? Has anyone else been in this type of situation? What are my options? Is there a Navy website that gives advice on this type of situation?
I have direct knowledge of his abuses/problems. She is my friend, and he happens to be my bro-in-law also. Me and everyone in his family has seen him in action when he’s in town.

I wouldn’t but that’s because I’m not a low life rat, but that’s just me……
