Why is it OK for the police to use “police radio” when driving?

Question by If I say monkey- they ban me!: Why is it OK for the police to use “police radio” when driving?
In CA? I saw a CHP today speeding down the freeway talking on his “CB” police radio.
Why is that OK but it’s illegal for me to hold my phone and talk while driving. This is the same thing only the cop was doing over 80mph down the freeway with one hand on the wheel, is That safe?
Where was his headset?
Why is it OK for the cops to hold their radio while driving but illegal for me use the phone?
If I went to a driving school could I do it?
Or should it be illegal for EVERYONE to talk and drive?
Or should we simply repeal the law.
