We keep blaming the drug smugglers and not the users of drugs. This is like blaming the fast food places for selling unhealthy greasy food. Nobody is forcing the people to overeat, or eat unhealthy food.

Because from a law enforcement perspective and for financial reasons it’s more effective to target one smuggler who sells to thousands instead of actually chasing down the thousands. Two, the smugglers are more closely tied to the terrorist that benefit from the illegal gains.
