It’s not just America, definitely not. It’s naive to think that it is, in fact drug rates are higher in some places in England. I know that around London it is bad because I live here. I was ten when I got my first heroin fix. Places where drugs are common are usually where the supply is high so people don’t have to make an effort to get it.
