Why do Mexican drug cartels attack Rehab Centers?

I couldn’t give a damn about all these killings in Mexico, but I don’t understand the logic of it. So these cartels go into rehab centers and blast away all the patients and even the doctors and nurses. What message does it convey? Does it mean rehabilitation is bad for business?
