Why aren’t known meth heads and those that make it thrown in jail?

I’m so pissed about this. I know a young man who has been known to make meth and been using it for several years. He also has 6 batteries on his record. He tried choking his ex-girlfriend and is known to beat his current one. He’s been caught a few times but is never in jail for more than a few days. Is it just Idaho laws or is this whole country going to hell?!! Any way I can help land his ass in jail? Please help!
