Why are there so few top players between the age of 21 and 27 in England right now?

Question by Charlie C: Why are there so few top players between the age of 21 and 27 in England right now?
Is it because of the rise in alcohol abuse? Could it be video games reached their peak in the 80’s and then Play Station became a surrogate parent and the number one addiction? Are kids all on their play stations instead of kicking the ball around in the park? When I was in my 20’s, I trained/played football 7 days a week, until an injury put me out of the game. Who does that any more?
