Why are residential rehab programs so expensive?

It doesn’t seem fair. What do you do if you need treatment, but don’t have health insurance and can’t afford treatment programs? It seems like only celebrities, pro athletes, and other millionaires could afford to go to rehab centers. What about those who are less fortunate and don’t have health insurance, how are they suppose to pay for the treatments?
