Who deems what is and is not “child abuse”?

Question by R: Who deems what is and is not “child abuse”?
Is it not obvious the legal description of what child abuse is defined as?

So why do people contort their own views to fact, saying things such as circumcision, spanking a child, piercing a baby’s ears or letting a baby cry for a few minutes is deemed as “child abuse”?

Someone help me out here…..
