I want to open a NPO. It deals with Substance Abuse Prevention for teens. And I’d like to do so in Maine, more specifically in the Portland area (though it’s to be open to the entire state).

Where do I start? Who should I speak to first? Where do I go?

go on line to the secretary of state for maine and look for non profit corporation forms, check out the sample instruction forms. Oh and there something else non profit usually have a special purpose clause in their article of incorporation make certain you state substance abuse prevention in that space. after you file this form with the fee go to irs.gov and look for a SS4 form you can complete the form on line when you complete this form they will issue the entity a TIN (tax ID number) after receiving a TIN number you then need to obtain a 1023 application form the IRS same site. This form needs to be completed to acquire your TAX DETERMINATION STATUS. The filing of this form will allow everyone to write off their donations to you. also your state will have a application form also, once you have the federal tax determination letter stating you tax status the state will follow suit.
