When youngsters lose their way, we can still sort them out
When children act like criminals it is hard to remember they are children. When two boys aged 15 and 16 allegedly bash a man in a wheelchair at a train station, it is hard to keep in mind that the perpetrators need help as well as punishment because they are young enough to change.
