What’s the difference between crack cocain and regular cocaine?

Question by simple: What’s the difference between crack cocain and regular cocaine?
Not if one is smoked but let’s say both are crushed in powder form and inhaled.
but if crack is crushed then it is only 1/10th as strong as cocaine so safer, right?
My question is, if both are snorted what is the difference? I understand crack is supposed to be smoked, but if it is crushed and inhaled as I have stated?
