In my case, the second anwer is right. Because i am doing arrangements for clients. And in this situation i will use ‘is’, cuz i am confirming that i will orraganize.

When referring to both (plural,) “pickup and drop off ARE arranged,” is correct.

When referring to only one OR the other (singular,) “pick up IS arranged,” or “drop off IS arranged,” would be correct.
