The answer is primarily estrogen. The changing estrogen levels stimulate the body to run the woman’s menses cycle.

Here’s a pretty good chart, read each part from left to right as if you were reading a month long calendar, but remember each line happens at the same time. You can see how all these hormones are flying all around the graph, up and down all month. Estrogen is our “feel good” hormone, and when that level drops, we get a little angry about it. It increases and drops sharply right around day 16-17, but then drops very very low at day 28. Your period starts right about day 1, so estrogen levels dropping on day 27-28 is your PMS phase.

Men don’t make nearly as much estrogen as we do, and they make both estrogen and testosterone as a constant rate all the time. They never have fluxes in hormone levels, and never have to go through a sort of “hormone addiction withdrawal”
