What do you think we should do about the drug abuse with in the welfare people ?

The People who are in the welfare program are under the drug abuse. they cant even do daily activities because they are under the abuse of drugs…. the government aproved that if the states wanted to do a drug test to stay in welfare they could..but they are just waisting the money ar are they really using it for a good cause? what should the government really do?
