useless cook county police?

i live in cook county and my neighbor was recently arrested for “abuse” the thing is that when he was arrested he was bleeding cause his wife slashed him with a knife supposedly in “self defense” but she is the violent one and he had called the police before and the cook county police refused to do anything in fact they laughed at him. well i asked for the badge id’s of the police cause one of them when removing him punched him in the gut cause he kept yelling he needs to go to the hospital cause he was bleeding and they refused what to do to help him out?
