Under what grounds would you report another user’s question to the FBI?

Question by pragmatism_rules: Under what grounds would you report another user’s question to the FBI?
I found an extremely disgusting question on Yahoo Answers today. It was as illegal as it comes and because it involved children, I reported it to the FBI. Personally I am surprised no one reported it to Yahoo already. I chose not to report it to Yahoo as I wanted the police to see it. I am hoping it was a hoax but I don’t think this was. (I saved a copy of it as well in case the guilty party deletes their question.)

I have been on the internet for a good fourteen years and I have only had to report something twice in those 14 years (this was the second time). I don’t feel good about it although it was the right thing to do.

So I was wondering what guidelines my fellow Yahoo Answers users used when coming across obvious criminal content? Would you just report it to Yahoo or would you consider it so outrageous that it needed to be reported to the police? For me, I decided that my guidelines were “child sexual abuse” or “terrorism” require reporting to the police. Anything else, I would just report to Yahoo and let them deal with it. So how does everyone else handle this delicate issue?
edit: What this person was asking about is illegal in every single country in the Western world (definitely illegal in the United States, Canada, all of South America, the U.K., Australia, Japan, China, and in Europe). If he does what he was proposing, he is facing twenty-to-life, and a young girl’s life will be ruined.
edit 2: I am not posting the question as I don’t want someone tipping off the user. And the specific content of the question isn’t my question. What I am asking is what are the standards other people use for reporting CRIMINAL behavior by users? (And yes, I do KNOW it is criminal. Somethings like murder, rape, bank robbery, incest, theft are crimes every where in the Western world. And in this particular instance, I checked. It is illegal, immoral, and it is a CRIME, a felony actually.)
