should people w ho use chrystal meth and other drugs be getting ssi money?

if they are caught, and have prior felonies, should they be cut from ssi money, and hud housing? too many people abuse system and get free money to get drugs, while some ofus cannot even find jobs! how can we change this fucked up system? and some say in 20 years, no money will be left in social security system! drug users are a big problem!
