Reporting an unlicensed home day care with possible abuse?

My daughter used to attend a daycare that I found out was non-licensed. I pulled her because I picked her up early to find a 7 year old girl feeding her on the couch while my babysitter was in the other room baking cookies. My daughter was 3 months old.

Now I’m hearing reports from other parents about possible abuse on other children. I’m also hearing reports about possible drug use in the center. I don’t have concrete evidence. Can I still report her? If so, how? I know she’s had the police called on her several times and they watch her home like a hawk. She should not be allowed to have children in her home but I don’t know the rules on having an unlicensed home day care.
I am in Indiana.

Any day care center should have a license. Report this place to the police immediately- if you’re truly concerned, the safety of other children may be in jeopardy. All it takes is a report that was never filed for a child to be hurt, or even killed.
