rehab for a preteen?

Question by KT: rehab for a preteen?
I was wondering if a place existed that you could take your pre teen to where:
Its low low low cost, or free, or state funded
the teen can get counceling, phyche exam, treated for pathalogical lying, treated for other issues non drug related?

I am in California close to Stockton & the bay area (hayward, pleasanton, tracy, lodi, manteca, modesto, san francisco ect.)
The pre teen in question has issues such as:
Lying constantly no matter what the punishment is

Acting like everything is ok then when she sees extended family memebers lying to them about life in general
ie; my parents hate me, my parents dont pay any attention to me, my step mom disiplines me too much, my step mom is an evil person, my dad does not listen to me, my dad does not spend any time with me.

Having no remorse or sense of others feelings

when the whole time this pre teen is almost best friends with her step mom, her family (dad & step mom) does everything in their power to try and do fun things or talk or hang out with this child, basically the child puts on a Woe is me, no one likes me, everyone is mean to me, no one pays attention to me thats why i do bad things attitude.

Granted this child has been through a lot, but she constantly hurts thoes arround her with her lies and actions.

take her to see a psychologist…just someone she can talk to who doesnt know her family and isn’t biased.
