NACADA Drug addicts are not culprits

NACADA’s Director, Sheikh Juma Ngao said the fight against illicit drugs cannot be won if police continue to arrest abusers leaving behind barons who supply the narcotics. Ngao blamed police for failing to stop trafficking of drugs into the country especially at border points. He added that drug addicts need to be taken to rehabilitation centers.
