My brother is a drug addict and is out of control. He lies and steals from my whole family.?

A drug dealer came to the door today and both my parents are in a panic. My drug addicted brother is constantly on his cell phone talking to the scummiest people. My parents love my brother and don’t want to just toss him on the street and have him end up in jail as the costs are way too high. We’ve intervened and it did not work and he also has tried NA and 2 rehab centers (I found out rehab is a scam). Ideally, we would like him to become normal again. I wish there was a device that we could slightly zap him to only control him or get a teather so we know where he goes. He will do anything to get his drug and cannot be controlled.

It seems evil to think that jail is the best option in the USA for a drug addict who’s brain has been physically alterned by the drug, such that he cannot control himself.

I request that only the brightest/experienced minds on Yahoo Answers recommend something.
