Maybe I should just move.?

My neighbor, whom I’ve had many problems with, is complaining that my nieces (whom I have custody of) are being too loud. They are teenage girls and they like to play their music a little loud, they are allowed to, reasonably and only between 3:00pm and 5:00pm. The real problem I have with her complaints is her son is currently in rehab and he is not even 16 yet, he popped my nieces bike tire. He threw fire crackers at my cat, and I’ve seen this kid actually hit and punch his mother (I stopped him) one night I even had to help his mother take him to a youth rehab/military camp. I’m so sick of my neighbors, I never complained when her son had 3 of his “wigger” friends over and sat on the step “rapping” about pimping.

Maybe I should move. Would you?
Another thing, this kid is coming home from rehab in 4 days his sister told me that she was fearful that he is going to beat their mother again. and she has heart problems, is there a social agency I can call, in the past i’ve called the police but nothing ever happens.
