in their protocol on page 2, after #2.g, it says:

“USADA will not allow the Testing process to be used to harass any Athlete. In selecting
Athletes for Testing, USADA will focus primarily on Athletes who are participating,
or have the potential to participate, in international competition.”

USADA can be asked to aid testing– this should be NSAC’s initiative–

And…

Since the Mayweathers have clearly been using USADA protocols to harass Pacquiao by insinuating the cast of doubt whether he uses illegal enhancers, thereby implying that Pacquiao cheats– the Mayweathers should not be allowed by USADA to use their protocols.

Pacquiao feels harassed, that’s why he is looking into filing a lawsuit against the people tarnishing his reputation by creating the rumor that he uses “steroids” (e.g., Floyd sr. from youtube, various written/video recorded interviews); and against GBP (e.g., Schaefer’s press release on the issue of USADA protocols usage alongside pressuring Pacquiao to agree to testing, despite not being legally bound to do so– GBP pressures Pacquiao to agree in including USADA protocols by contract, despite Pacquiao’s preference for NSAC intervention).

USADA itself should not agree to make itself an instrument of harassment by professional boxers during the pre-fight negotiations. USADA should not allow itself to be used as a tool for psy-war outside the ring.

Is this fight considered Olympic Boxing competition…. Philippines vs. USA? Are these boxers amateurs? Is the USADA the official drug testing for professional boxing? Or is this HARASSMENT? Which one is true?

HARASSMENT is the best answer to all of these questions….
