Is steel penetrator ammo legal or not ?

Question by LA: Is steel penetrator ammo legal or not ?
In Texas, Some idiot with an AR threatened some kids who were ringing his door bell and running.
I understand they took his weapons and his kids and on the news they said he was in possession of illegal ammo (steel penetrators). Are steel penetrators illegal or not in Texas ? All I see when they are for sale is “Recommended for Millitary or Police use”. Or is this one of those sanfu’s wher the law can shove it up yor @SS if they just “want” to ?

I live in New York. So I am not completely famillar with Texa Gun Laws. But from what I know about the subject. I know under federal law only the bullet itself would be illegal not the load. So for example in a shotgun the slug itself cannot be “armor piercing” but the load behind the slug can be whatever (typically bb’s). Obviously, Millitary and Police are held to different standards and subsequently held to those standards. You may see alot of these types of ammos in stores because they supply police departments and millitary personnal.
