iPhone 3g 16GB White Screen Wont Turn On

I have a 3g white 16gb iphone. i dropped it in the snow (almost ice, not watery) and it immediately shut off. There is no pink/red in the headphone jack or connector. It wont turn on. When i plug it into the Mac it says it is in recovery mode. It wont restore. I just get error message 21. I cant put it in DFU mode either. This phone has never been jailbroken or attempted to be. If you know whats wrong please comment.
