for alcohol and drug abuse if they are out of control and are a threat to themselves or others? how do you go about doing this?

NO
and rehab would not take them.
It would do zero good to force someone. If they do not want to go, it would do them no good.
Talk to an addiction counselor or go to some Alanon meetings to understand the addict better and find out what you can actually do.
