If the CIA never allowed cocaine into the US how would things be different?

Question by Jason B: If the CIA never allowed cocaine into the US how would things be different?
Quick story:

In the late 70’s- early 80’s The CIA allowed the mob to sell drugs in the areas where the black panthers were active. The mob continued to sell after the CIA ordered a stop. Drugs flooded the US, and US became #1 buyer of illegal drugs.

How would things be different if this never happened?
