If you had to start a colony of about 100,00 people, how would you set it up?

-What would you call it?
-What would your system of laws, rules, and punishments be?
-How are people educated?
-How does your government run and how are leaders chosen?
-Describe your social system, how people raise children,and how people find enjoyment.
