How do I tell my cousin I don’t believe he kept his promise about stopping his serious drug abuse?

We had a long heart to heart and hung out for many many days while I was visiting. Now I am back in my city and far away from him. He still does not have a job and his sister/my other cousin told me she is pretty sure he is still using. He always talks to me like everything is better and he’s really trying BUT I seriously do not believe him. Should I say something to him?
