We looked up the possible side effects to his drug – and being outside of reality is one of several effects we see in him.
In the past he, unprovoked, assaulted another neighbor.

Our most recent awareness is the possibility he has booby trapped his property with lethal weapons to keep burglars away.

If he has placed projectiles, such as guns, those of us in his line of fire – in our own homes – are at risk.
How best to protect people in our neighborhood?

Is there a legal proceedure?
What are our limitations?
Who do we contact?
What “proof” do we need?
