drug/alcohol intervention for 13 year old granddaughter?

is there any place in Houston, Texas that i may take my 13 year old granddaughter to, to see the after effects of what drugs & alcohol does to kids
she is rebelling, against her parents, skipping school, having her boyfriend spending the night, slipping out of a window, to be with this boy, who is a troubled teen, himself. As far as she has told me she has been smoking weed, and drinking a little. last thursday morning at 1am, my daughter received a phone call from the police, to come and p/u her daughter, my daughter has no rights to her kids. her ex husband has total custody of my oldest 2 grandkids, she is the oldest of the 2. my daughter went and picked her up from the scene, from the police, the police told her that there were loaded guns, cocaine, xanax, in the car, that my g.daughter was in. my daughter picked her up, and dropped her off at her ex husbands house, where my g-daughter climbed back into the window, yesterday morning my daughter called me & told me that, the boy was in the bed with my g-daughter, i told her that i would handle my g-daughter. i called her dad and told him that this boy was in his house.
& that i was on my way there, i have granparents access rights,only once a month. when i got there the police had the boy in custody, my g-daughter was in her bedroom, i told the police about the incident, the night b-4, her stepmom & dad came unglued & started shouting at my g-daughter, the police took my g-daughter into their custody, i followed the police to the station, where they released my g-daughter to me. my g-daughter told me about the incident on Thursday morning, & that she had taken 2 bars(tranquilizers) so that her boyfriend would not be charged, with them. Yesterday she received a ticket for minor in possession with alcohol. dont really know where i stand, but believes my g-daughter needs a reality check, basically some type of prevention. Concerned grandma
she has too many responsiblilities at home, watching her 2 younger siblings, cooking, cleaning house, doing laundry for 5. she doesnt want to be momma, any longer, she’s been a momma to her younger sibling since she was 3 years old.. her dad/stepmom should not have thrown her away, like she’s a bag of trash. she’s not too old to not to learn her lesson and be good, from this point on
