It says “Attendance at all classes sober and free from illicit drugs” does that mean they drug test or not?

I doubt they drug test. The additional expense would be enormous (say an extra $ 100 per student for a blood test, then they would have to have a nurse on site as well). They probably just kick you out if the instructor presumes that you are under the influence of something.
