Dallas County judge urges rehabilitation over long jail terms for prostitutes
AUSTIN -A Dallas County judge told lawmakers Tuesday that prostitutes are stuck in a cycle of sex, drugs and jail time, but rehabilitation offers a better solution than longer sentences.
