Staying on the topic of youth today, we continue our series on child abuse in Taiwan. When reports are presented in the media, the abuser is often portrayed as some sort of conscienceless monster. Yet, in cases such as these, there is almost always a background story that has provoked the behavior. Often society has failed the family. In the latest installment in our series of features on this issue, we investigate how tragedy could be averted before it happens, and how “child abuse” can be turned into “child protection”. Call 113, and deploy the safety net so we may protect them. National Taiwan University Dept. of Social Work, Prof. Yu Hanyi: Most people think that simply reporting an incident solves the problem, but our experience tells us that this is only the first step. When the reports begin to stack up, we have to invest more manpower to handle the cases. The process of determining which households are most at risk begins after the initial phone call. After the initial screening by the government’s department of social welfare, family interviews or counseling services are arranged, and only at the very end might subsidies be recommended, or parenting classes provided
