Child Endangerment-if a mom uses meth and the kids are given back to her would it be child endangerment?

The mom’s have been determined to use meth. One mom gave up the child–4th time thru rehab. The other mom- meth/amphtemine/thc tested positive…also 8 month old has suffered a fractured skull. DHR in ALA has given the kids back to the moms….do they have to be hurt again at the hands of the moms before something is done…what can a dad on disability do?
What can one do when the lawyer’s arent’ doing anything and dhr has given the custody back to the moms. What other agency can you report dhr to? Who else would you report the child abuse to? DHR wants the moms to have the kids. The kids have asthma and rsv..not supposed to be around anyone who smokes..yet both moms smoke and their families smokes and they get the kids back.
I have to have $2500 – $3500 for an attorney to get grandparent rights…I dont have the money.
