If a person becomes adicted to meth or abuses meth, and only feels sexual or arroused if they are on meth, is that considred a fetish? And would a person find it beneficial to receive counceling reguarding the adiction as well as fetsh therapy?

Fetish is: An object thought to have magical, especially magically sexual, powers.
A sexual fixation or obsession with a usually non-sexual object. EX. socks, horses, monkeys, pain, bondage.Having an extreme fixation, usually sexually satisfying on something.

A sexual fixation that usually differs from those of the standard population. In other words, something (sometimes totally unrelated to sex) that turns you on and that isn’t enjoyed by the majority of people.
Something that satisfies your needs in a sexual way or in other words, the act of doing something that turns you on.
