Everyday I am fighting the desire to just give up on my boyfriend who is a drug and alcohol addict. He can’t afford the time out or the money to attend any rehabilitation programs. He has emotionally stunted growth so is unable to talk about any of his anxieties, of which there appear to be many. He hasn’t had a shitty childhood. So I don’t really understand his emotionally stunted growth. But I am at my wits end. I don’t know how I can help him and patience alone is not working.
By “taking time out” I am referring to almost locking onself away at a rehabilitation centre for 21 days or however many days it takes. Being self employed, he can’t even afford to take a day off.

I’m sure it varies from state to state, but one thing that comes to mind is partial hospitalization. You attend 4 hours a day (at least that’s how it is where I live) where you usually are treated by a team of professionals.
I’m confused about what you mean by programs that don’t involve taking time out? Is your concern your work schedule may conflict with a program? Do you currently have a sponsor?
