“After school” type movie,teen drug abuse,car wreck,intervention?

Pretty vague I know but guy is doing drugs, girlfriend and friends start to worry, outdoor party ends in gun fire, guy passes out on girl in backseat before sex, friends do intervention, guys runs out and runs his car over cliff. I am thinking 90’s possibly early 2000’s.
