About pregnancy and drug abuse, I have read many studies that say not enough research has been done?

Alot of the research says that they have not seen enough human studies to know exactly what the effects of drug use during pregnancy are, primarily meth. This irritates me, because my stepdaughters mother enjoyed drinking, smoking marijuana, and using crank aka meth while she was pregnant, and did I mention cigarettes too? My stepdaughter has so many “issues” I do not know where to start, but no doctor will directly link it to the drug use during pregnancy, her mother lost all parental rights, she was 14 months old when she was taken away and she had meth and marijuana in her system, and even though we know what drugs can do to a FULLY developed brain, doctors still act like there may be a chance her problems are not linked to the drug use, I think that is so stupid, I met her when she was 18 months old, and she didnt even try to talk, her hands constantly shake, she is hyperactive, and she has had many learning obstacles, do you think the drugs may have caused some of this?? thanks
