A METH head using a lot of paper towels?

My friend recently got out of rehab and is supposedly clean except for 1 slip up. However, he has wadded up paper towels every where. In his car, his room, and all over the house. Could this be a sign that he’s using again? Why would he be using so many? What is it he uses them for?
