drink clean water has been a problem in undeveloped countries such as Africa, Asia, and South America. What is your personal view on it?

Personally I think it is a problem for their governments to solve.

A federal department with water quality standards can oversee governors and other state leaders to ensure compliance with water quality laws.

High ranking officials can further divide responsibilities to local governments.

It should not be such a big problem to streamline clean drinking water since many nations have already figured it out.

The costs may be high but so is the never-ending cost of sickened and dying people, and of course wealthier nations (OECD members) are already deciding how to divide costs between them. Of course, major leaders of 29 third world countries (from Asia and Africa, with India as a major leader) have united against first and second world countries (and the international OECD) to eliminate interference.
