How to help drug addicts?

I have two younger sisters who are both using drugs. (Meth, Suboxine, etc.) One of them is 18 years old and the other is almost 17. My mom says theres nothing she can do about it, although she just doesnt want to make them mad at her. She would rather be a friend to them than a parent. I was wondering what I can do to help them. I have tried to help them as much as I can and I have a 17 month old daughter and have to keep them away from her. Neither of them want to go back to rehab so is there someone I can call and inform them about this and force them to get the help they need?

they need tough love.U have to get them back to rehab,its unhealthy
