Hi everyone, my husband & I live in CA. He was recently granted a certificate of rehabilitation. He had a drug addiction problem in the past, was convicted of 5 felonies, and spent about 13 yrs in & out of prison. He is now 41 yrs old & has been clean for 10 yrs. He applied for the certificate and after 2 court appearances the judge granted it & also recommended that he be pardoned by the Governor. He has not been pardoned yet though.
Here’s my question: He wants to be a Notary Public. I’m a Notary & I work in Escrow. I really need GOOD Notaries that I can trust with my signings so my husband is trying to get licensed as a Notary himself. However, it clearly says that you CANNOT have any felonies in your background.
But he has been issued the certificate which restores all his rights without any limitations on fire arms or anything else. So does this mean he CAN be a Notary Public? He’s taking the test tomorrow. He can’t get an answer from the national notary association. They just say that he’ll have to pass the background check. Anybody out there know?

He should contact an attorney who specializes in expunging criminal records, a judge will expunge them with that certificate and at the same time apply to have the arrest records sealed or they two will show up, even if the Governor granted the Pardon you would still have to follow this procedure to have a clean background check so may as well get it over with.
