For example, the sentence: “Either of you is welcome to reply with any necessary factual corrections.”
I can see where either “is” and “are” could be used and sound correct.
What is the deciding factor as to when to use “are” or “is”?

‘are’ is plural, ‘is’ is singular egs they ARE late; he IS late.
