What good is a cigarette smoking ban, when you have a crack house on one side, and a meth lab on the other?

Question by Holiday Magic: What good is a cigarette smoking ban, when you have a crack house on one side, and a meth lab on the other?
When your neighbors are manufacturing meth, and your other neighbors are running a crack house–who cares about banning cigarette smoke? I’m far more worried about an explosion, and the heavy “character” traffic.
