A friend of mine who has been incarcerated for 9 years now for drug trafficking, has told me that the federal government changed the drug laws and they are considering early release for those who were convicted under the old laws. He was sentenced to 18 years, and this sentence may be reduced to 13 due to the new law. And apparently its true because several of the inmates have already recieved letters telling them when thier new release date is. He asked me to write a letter too the judge who will decide whether or not his sentence will be reduced, and my question is:
a. What changes were made that could make this early release a possibility?
b. What do I write in this “letter of family/friend support”?

The old federal laws gave a stiffer sentence to drug trafficking and possession of crack cocaine over the same amount of powder cocaine. the case has been in court for years, since the mid 80’s. The NAACP bought the case to court because it said that it unfairly targeted minorities. under the new law the laws will give equal time for equal amounts of possession.
Your letter should include a character reference. stating some positive things that you are aware of about your friend.
